The steps taken in the four cantons
are original for several reasons |

1 - The charter is an act of faith taken before studies and action. Support of the charter by the communes is not the conclusion or contractualisation of previous steps, but the display of a desire for quality.
2 - The charter is an undertaking by the communes of the four cantons to work on common objectives within the cantonal structure. There is no supra-communal administrative structure such as that for example, found in a regional natural park.
3 - Thought is given concerning two levels of action that are tackled simultaneously :
- identification of areas of landscape (an inventory) to understand the stakes involved in valorising the landscape and the economic development over the four cantons ; the proposals or suggestions made within this framework concern serious themes : the evolutions, weaknesses and assets of the landscape (the uncultivated land, marshes, bocage, heritage, main discovery axes, major sites,…)
- actions on land where there exists local demand and high representative stakes (B road 16, the Touques valley,…) ; the first sectorised approaches have been taken in the canton of Cambremer, where the communes were the first to support the charter.
